sTRATEGIC PLAN

MCA-KC MISSION STATEMENT

MCA of Kansas City is the leader of the mechanical construction and service industry, developing and promoting the professionalism, cost-effectiveness, and productivity of union construction and service, in partnership with Local Union’s 8 and 533, through training and education, labor relations, marketing and public relations, and government affairs.

GOAL ONE (Labor Relations)
We will work in partnership with LU 8 and LU 533 to be competitive in the marketplace and be the preferred provider for all mechanical services.

Objective 1
Over the next 12 months we will:
1)         Executive Director will arrange meetings with the union by Sept. 1 to determine those sections of the Collective Bargaining Agreement that are most often misinterpreted or misunderstood by contractors;

2)         Executive Director will begin communicating clarification of the above to the membership via e-mail, mail, seminar, newsletter and website by Oct. 1.


Objective 2
>MCAKC has committed to financial support of, and participation in, the Kansas City Construction Partnership (KCCP) with the objective of being a guiding force.  Success will be measured by the growth in participation and the number of projects that include the KCCP terms and conditions.

Objective 3
Over the period July, 2007, to April, 2008, staff will arrange meetings of the Plumbing and Pipe Fitting committees at least quarterly to identify specific actions/activities that will help us expand market share.

Objective 4
>In the 12 months preceding 2008 collective bargaining, the Collective Bargaining Committee will: 1) attend the MCAA Collective Bargaining Conference; 2) will be responsible for the conducting of appropriate market research; and, 3) is charged with developing new ways of conducting collective bargaining that promotes an outcome leading to increased market share.

Objective 5
We fully support the UA Standard of Excellence and will make sure our contractors deliver on our commitments, will negotiate in good faith specific terms of support into our collective bargaining agreement, and consistently uphold our labor force to this standard.

GOAL TWO (Recruiting Talent)
We will work to attract new talent into our industry and, in partnership with LU 8 and LU 533, maximize enrollment and retention in our apprenticeship programs based on numbers, quality and diversity.

Objective 1
The association recognizes that the promotion of student chapters is one of the major activities of MCAA.  In an effort to attract new professional talent into the mechanical industry, MCA-KC will create a student chapter sub-committee to actively explore the creation of student chapters at Kansas State University and Pittsburg State University and report back to the board at the January board meeting.

Objective 2
The association supports the efforts of the National Institute of Construction Excellence (NICE) to attract middle and high school students into our industry.  We will maintain an active presence on the board.  We will leverage joint contractor/labor involvement through the Pipe Fitting and Plumbing Committees to create booths and activities, as a unified industry, that will attract more of the attendees towards the mechanical trades at next April’s iBuild Event.

Objective 3
The association recognizes the requirement for quality minority and women candidates in our industry.  As such, we will maintain a seat on the Kansas City Workforce Diversity Oversight Board, support Project Prepare, and hire graduates of the 16 week UA welding course.

Objective 4
We will interview other associations that have more experience at this issue to identify additional solutions for attracting non-traditional applicants.  We will incorporate the goals of the Kansas City Workforce Diversity Ordinance as our guideline and deliver an initial report to the board by January 2008. 

Objective 5
We will work with LU 8 and LU 533 to determine how many plumbers and pipe fitters need to be brought into the union through organizing and apprenticeship.  Our JAC committee members need to set apprentice class sizes based on market share growth, retirement, attrition, and market conditions.

GOAL 3 (Education)
We will assist our members in their efforts to improve the performance of their companies, develop their staff into the highest caliber of worker, and leverage educational opportunities to increase the overall participation in our association.

Objective 1
By September, we will deploy a pilot incentive program retroactive to Jan 1, 2007, that rewards contractors’ attendance at local events by offering varying levels of financial  sponsorship for MCAA convention/conference/training events. 

Objective 2
The UA/MCAA Foreman Training program requires certified trainers for both the UA and contractor’s aspects of the training.  We will make sure that we have certified instructors for MCA-KC, LU 8 and LU 533 at the 2007 UA Training Center in Ann Arbor and that we will deliver this course locally at least twice over the next 12 months.

Objective 3
We will support the MCERF study and development of a new Small Contractor Training Program by being on the steering committee and making sure that our small contractors participate in the research and testing of the program, once released.

Objective 4
We will support the Advanced Leadership Institute by paying 50% of the tuition for three individuals per year.

Objective 5
MCA-KC is dedicated to the education of our personnel at all levels.  Accordingly, we will:

  1. Restablish the education committee which will meet quarterly in 2007/8.
  2. Survey our membership for development needs by October 2007.
  3. Based on needs assessment, create a training program that addresses the highest concerns by March.
  4. Deliver appropriate programs, materials, and communication locally to address these issues starting June 2008.

GOAL 4 (Industry Issues)
We will focus on the following three objectives to promote our industry and grow market share for our membership.

Goal 4.A (Marketing)
We will participate in marketing efforts that lead to increasing membership by promoting the association, increasing union market share, and increasing member market share

Objective 1:  Through KCCP, we will attempt to convince the public that organized contracting is the best value solution for their construction needs.
Objective 2:  Through MCA-KC Review and other communication vehicles, we will reach our total membership with internal marketing and communication with the expectation of increasing association awareness and participation.
Objective 3:  Evolve MCAKC.org into an interactive marketing website for communi- cation, references, messaging, and links to our member organizations.  We will acquire necessary professional assistance that will consult and direct us through this process.
Objective 4:  Develop a research mechanism to use in the definition of current union and membership market share in the Kansas City metro area by February, 2008.

Goal 4.B (Service)
Educate and support the growth of mechanical services through member education and attracting talent into our trades

Objective 1: Service will be a standing agenda item for the Pipe Fitting and Plumbing Committee meetings.
Objective 2:  MSCA/Service oversight committee needs to re-engage and meet quarterly with an equal focus on plumbing and mechanical service needs.
Objective 3:  Expand Plumbing Residential program into service.
Objective 4:  Support local organizing activities targeted at attracting service talent.

Goal 4.C (Government Affairs)
Provide our membership information on government activity.

Objective 1:  Provide construction related government information via the mcakc.org website.
Objective 2:  Establish a relationship with the state piping trades lobbyist.

Goal 5 (Administrative)
We will constantly seek ways to make association volunteers and staff more efficient in providing value to the membership.

Objective 1:  All committees governed by a mission, statement of purpose and goals as established by the board of directors to guide their actions.  Activities of all committees shall be reported to the board of directors.
Objective 2:  As a 501 C.6 professional association, our mission and purpose is to expend our funds to the well-being of union mechanical contractors.  This would indicate that in general we do not make random charitable donations.  The board may choose to make exceptions to this policy for specific purposes.
Objective 3:  By April 2008, present to the board an analysis of options for out-sourced versus direct hire to address the following functions:
Marketing communications
Web administration
Safety education
Education programs/initiatives
Accounting/financial
IT
Legal
Government affairs
Volunteer committees and meeting support resources
